Recipients that clicked on the link in the SMS you sent them are marked as user type ‘Clickers’. You can target a campaign for clickers only - as they are active users, you'll likely to get high CTR and ROI. 

You can do so from each campaign's settings, by defining the user types to send to. Go to advance settings, and keep just the Clicker user type.

If you are using conversion tracking you can also segment a user as a lead or buyer.

Another option is to create a list of clickers only. You can do so with the merge function, by extracting only clickers to a new list.
